The Governing Body of City of St. Paul met in regular session on April 9 at 7 p.m. at City Hall. Mayor Richard Giefer called the meeting to order. Council members present; David O’Bryan, Robert Kroenke, and Jeff Gard, also present were City Attorney Richard Tucker and City Clerk Joan La Forte, City Foreman Stan Kennedy. Council member Keith Smith arrived at 7:06 p.m. Council member Keith Van Leeuwen was absent.
Gard asked to amend his motion for last months minutes to make a correction, the land in the annexed area belongs to HMS Enterprise not Keith Smith.
Derrick Vance of Labette Health and Mike Carter from St. Paul Clinic gave a Community Report to Council members. Smith made a motion to purchase a low flow 2” meter at a cost of approx. $1250.00. David seconded. Motion approved. Tabled until next month the purchase of a tank sprayer for $650 to be used at the lagoons, city clerk will reviews the budget for funds to purchase item.
Kennedy reported that a culvert needs replaced on Ninth Street at a cost of about $950. O’Bryan made a motion to approve purchase of culvert. Gard seconded. Motion carries. Tree trimming, lift will not be needed for the second month. Council will revisit trimming in the fall.
Summer help for mowing, Kennedy said they can get work done without the extra help. Kennedy gave a progress report on trimming tree branches from the road right of way around town.
O’Bryan made a motion to approve the request from St. Paul School for the waiver of water connection fee and for sewer connection fee, city will purchase the two-inch water meter. If the project requires a three-inch meter the school will be billed for any cost above the two-inch meter. Kroenke seconded. Motion approved. The building permit was tabled due to lack of information. St. Paul School will be contacted about the information needed and to see if Crossland Construction would discuss requirements for the project with city employees.
Smith recommends a special meeting is needed before the next regular meeting to approve permit, city clerk will make arrangements.
O’Bryan made a motion to appoint the following: City Clerk – Joan La Forte, City Attorney – Richard Tucker, Fire Chief – Roy Paisley, Municipal Judge – Tom Mikulka, City Treasurer – Alice Coomes, Financial Institutes – Exchange State Bank and Farmers National Bank, and City Newspaper – Girard Press. Robert seconded. Motion approved.
Smith made a motion to approve Brian McKinzie request to have the water and sewer connection fee waived for his new business. Jeff seconded. Motion approved. Smith made a motion for the city to supply 1 - 24 foot whistle for new construction of business or homes upon request from the owners. Customer will be billed for extra costs over the 24 foot if they wish to have more than one whistle put in, it must be the same size in diameter as the one furnished by city. City employees will assist land owner in determining the diameter needed for each drive. Jeff seconded. Motion approved.
Smith made a motion to approve for 15 fire department volunteers to attend fire school at LCCC at a cost of $20 per person. City will reimburse them upon completion of classes. Kroenke seconded. Motion approved. Roy Paisley informed council that Grandview Products will donate cabinets and counter top for the fire station addition.
P’Bryan made a motion to adopt a mission statement for the City of St. Paul as follows: “The Mission of the City of St. Paul shall be to provide a desirable community environment in which to live, work and raise a family.” Kroenke seconded. Motion approved.
Neosho County clean up will be week of April 19th thru April 26th, see listing in post office or city hall.
No action taken on the request from Graves Memorial Library about a sign on highway, more information is needed. Table this matter until next month meeting.
Gard made a motion to let out bids for the River Intake Project. Kroenke seconded. Motion carries.
Continue to work toward getting housing in the City. Grosdidier Construction requesting a water connection, HMS hasn’t made an easement for line to extend from city main to Grosdidier property. No action taken.
